Yes, you can. If you have a working VHS player and a DVD recorder, then all you need do is put a Scart lead from the VHS into the DVD recorder (the Scart needs to go into the in/out plug on the VHS). Switch the DVD recorder to the appropriate A/V channel then off you go, play the VHS, press record on the DVD recorder and bob’s your uncle.
If you haven’t got a VHS player anymore, maybe you know someone who has who would be willing to allow you to bring your DVR to thiers and do the transfer.
There may also be someone in your area who can transfer them, I don’t know how much it would cost, though. Try Yellow Pages to find someone.
